Oceia bar is, you’re right, very similar to DashBar though I actually hadn’t seen DashBar until a couple months ago. Version 1.x was based on another competing admin bar, WP Admin Bar. (Version 2.x was coded from the ground up).
Nice profiles of plug-ins! I just wish I knew how to read them without Babel Fish. 😉
