説明：WordPressのデータベース内部の文字コードを Latin1からUTF-8に修正する。
WordPress 2.1まではブログの文字コードにかかわらずデータベース内部の文字コードは設定していなかったため、たいていの場合 Latin1（スクリーンショット1、スクリーンショット2 ）が使われていた（、、という理解でいいのかな？イマイチよく分かってません）。この設定でもブログの読み書きは各ブログの文字コード（UTF-8等）で特に問題はなかったのだが、まぁ文字コードの不一致はよろしくないんじゃない？っということで（具体的な問題があると思うんだけどよく知らない 
）2.2からはWordPressの設定ファイル（wp-config.php ※1）でこの文字コードもUTF-8を指定するようになった。
ところが、最初から2.2をインストールする場合は問題ないのだが、2.1からのアップグレードの場合、データベースの実際の文字コードはLatin1のままなのにWordPressの設定ファイルのこの文字コードがUTF-8だとブログは見事に文字化けする（スクリーンショット3）。このプラグインで文字コードの修正を実行すると、このデータベースの文字コードをLatin1からUTF-8に変更（スクリーンショット4、スクリーンショット5）するのでこの文字コードの不一致は解消され、文字化けもおこらない、というわけ。
※1 具体的にはwp-config.phpの「define(‘DB_CHARSET’, ‘utf8′);」

導入＆使い方：
- 注意！！データベースのバックアップを確実にとってください！
- もう一回注意！！このプラグインはデータベースのデータをいじるので、バックアップは絶対にとってください！
- 作業中は他のユーザーがアクセスしないようにする（Site Unavailableなんかいいかも）
- UTF8_DB_Converter.phpをプラグインフォルダに入れて有効化
- 管理画面＞プラグイン＞UTF-8 Database Converterを開くと以下のような注意書きが表示される
- バックアップを絶対取るように！
- 作業中はこのブログの公開を一時的に停止することを強くおすすめする！
- 次の処理は時間がかかるけど実行中はブラウザやインターネット接続を閉じないように！
- Final Stepをクリック
- The database has been succesfully converted to UTF-8.と表示されれば完了

Taiさんが記事上でおっしゃってるように私のＤＢも文字コードはLatin1、でもブログの設定はＥＵＣ-JPです。これって、もしかしてＰＣシステムが英語環境（日本語打ちはIMEパッド使用）というこ事と、WP ME2.12だからでしょうかね…
